The pure sequence is non-negotiable
A valid declaration in 13-card rummy requires one pure sequence. A pure sequence is three or more cards in the same suit, in consecutive order, with no joker. The pure sequence is the floor of the hand. Without it, the declaration is invalid, and the player pays the maximum score (80 points on most platforms).
The pure sequence is the only grouping that cannot be replaced. An impure sequence can substitute for the second sequence; a set can substitute for the third grouping. The pure sequence is the one grouping that has no substitute.
What an impure sequence actually buys you
An impure sequence uses a joker (the open joker, the printed joker, or a card from the wild joker suit) to replace a missing card. The impure sequence is a real grouping; it counts as the second sequence in a valid declaration.
The impure sequence buys you flexibility. A hand that is missing the 7 of spades can still form a 5-6-joker-8 sequence with the open joker in the middle. The impure sequence is the reason the open joker is the most contested card on the table.
When to prefer a pure second sequence
A pure second sequence is better than an impure one, because the impure sequence is a single point of failure. If the joker is challenged (in a home game) or if the platform's rules engine treats the joker as wild only in certain positions, the impure sequence can be invalidated. A pure second sequence is solid to that risk.
The trade-off is flexibility. A pure second sequence requires a full three-card run in the same suit, which is harder to build than an impure sequence with a joker in the middle. If you have the cards for a pure second sequence, build it; if you do not, the impure sequence is the right next move.
The cost of relying on the open joker
The open joker is contested. If you build an impure sequence around the open joker, you are assuming the joker will be available for the rest of the hand. The joker can be picked by another player (in some formats) or by you on a later draw, which leaves the impure sequence intact; or the joker can be discarded by the player who picked it, which means the joker is back in the open deck and available to be drawn by anyone.
A reader who relies on the open joker for an impure sequence is reading the table correctly, but they are also accepting the risk that the joker moves. The pure second sequence is the solid choice when the cards are available.
The pure sequence and the Ace
The Ace can be high (Q-K-A) or low (A-2-3), but cannot wrap (K-A-2 is not a valid sequence). A pure sequence that uses the Ace is a real pure sequence, but the placement of the Ace matters. A reader who builds a pure sequence around the Ace should confirm the placement before the declaration.
The pure sequence and the 2
The 2 is a real card for grouping purposes, but the 2 is also worth 10 points for scoring. A pure sequence that includes the 2 is a real pure sequence, but the reader should be aware that the 2 is not a high-value grouping card. The pure sequence is what makes the 2 useful; the 2 alone is not.
The pure sequence, in three lines

The order is not arbitrary. The pure sequence is the floor. The impure sequence is the second sequence when a pure one is not available. The set is the third grouping, and it is the most flexible because a set of three is enough. In that order, the declaration is solid; in any other order, the declaration is fragile.
A short reader rule
The reader rule, in one sentence: build the pure sequence first, the second sequence second, and the set third. If the order is right, the declaration is almost always valid; if the order is wrong, the declaration is almost always invalid.
