The three groupings, in order
A valid declaration in 13-card rummy has three groupings, in this order of importance:
- One pure sequence. Three or more cards in the same suit, in consecutive order, with no joker. This grouping is non-negotiable; without it, the declaration is invalid.
- One second sequence. This sequence can be pure or impure (joker allowed). Three or more cards, same suit, consecutive, with or without a joker.
- A third grouping. A sequence (pure or impure), a set, or both. This grouping is the most flexible; a set of three is enough.
Why the order matters
The first priority is the pure sequence. The second priority is the second sequence. The third priority is the set. If you build your hand in this order, the declaration is almost always valid; if you build it in another order, the declaration is almost always invalid.
What counts as a set
A set is three or four cards of the same face value, in different suits. In a one-deck game, a set has at most one card from each suit. In a two-deck game, a set can have two cards of the same suit (using both decks). The Ace can be a set, but the Ace is treated as a face card for scoring (10 points).
What does not count
A "sequence" of three cards in the same suit but not in order is not a sequence. A "set" of three cards in the same suit is not a set (it is a partial sequence). A "pure sequence" with a joker in it is not pure; it is an impure sequence.
Common gotcha 1: the wrap-around
K-A-2 is not a valid sequence. The Ace can be high (Q-K-A) or low (A-2-3), but it cannot wrap. A reader who treats K-A-2 as a sequence will lose the hand on challenge.
Common gotcha 2: the printed joker
The printed joker is also a wild card, but the rule about the open joker's role is house-specific. Some platforms allow the printed joker to substitute for the open joker in a pure sequence; most do not. Read the table rules before you sit down.
Common gotcha 3: the ungrouped card
Any ungrouped card at declaration is an invalid show. A declaration with 12 grouped cards and 1 ungrouped card is a failed declaration, and the player pays the maximum score (not the score of the 1 ungrouped card). Always count your groupings before you declare.
Common gotcha 4: the wrong suit in a sequence
A sequence must be in the same suit. A 3-4-5 in spades, hearts and clubs is not a sequence. A reader who treats a mixed-suit 3-4-5 as a sequence will lose the hand on challenge.
The challenge window
After a declaration, the other players have a chance to challenge. The challenge is a formal objection to a specific grouping; the challenger names the grouping, and the platform (or the other players in a home game) verifies. An invalid grouping on challenge means the declarer pays the maximum score; a valid grouping on challenge means the challenger pays a small penalty.
The cost of an invalid declaration
An invalid declaration costs the maximum score, which is 80 points on most 13-card points tables. The cost is the same whether the invalid grouping was a missing pure sequence or a single ungrouped card. The cost is real, and the declaration is worth checking twice.
A short pre-declare checklist
Before you declare, run this checklist:
- One pure sequence, three or more cards, same suit, in order, no joker.
- One second sequence, three or more cards, same suit, in order, joker allowed.
- A third grouping, sequence or set, three or more cards.
- All 13 cards grouped. No ungrouped card.
- The Ace is in the right place: high (Q-K-A) or low (A-2-3), never wrap.
If all five are true, declare. If any one is false, do not declare; the cost of an invalid declaration is too high.
